Let’s try one quick test.

Unplug your phone from the wall jack and plug it back in again. Try placing a test call.

It sounds as if the problem is with your phone.

Consider replacing that phone or using your other phones.

If you hear a fast busy signal when calling one particular number, the phone you’re calling may be off the hook.

Try to contact the person you’re calling in another way. If their phone was off the hook, you’ve solved their problem, too.
